Description

Information on Scottish Business Enterprise Research and Development (BERD) expenditure and employment are broken down into various groupings including local authority area, product groups, size of businesses, ownership, spend as a percentage of GDP and spend per head of population from 2001 onwards.

The data on expenditure and employment on R&D performed within businesses in Scotland by local authority area is sourced from the annual Office for National Statistics' (ONS) Business Enterprise Research and Development Survey.

The population estimates used to calculate BERD spend per head of the population are sourced from the Mid-Year Population Estimates, published by the National Records of Scotland here.

Gross Domestic Product (GDP) at market prices is sourced from Quarterly National Accounts, Scotland here.

BERD expenditure as a percentage of GDP was calculated for Local Authority Areas by sharing out total Scottish GDP according to Local Authority Area shares of regional balanced GVA.

Confidentiality Policy

Statistical disclosure control is applied to tables in order to maintain the confidentially of the data. Expenditure and employment values associated with business counts below a minimum threshold are withheld from publication. Additionally, a dominance rule identifies where a small number of businesses account for a majority of the associated expenditure or employment; these and any cells permitting disclosure by deduction are withheld from publication. Caution should therefore be exercised if summary data is calculated; data may be missing (as a result of disclosure control suppressions) in which case it will not be a true representation of product group or area totals.

Quality Management

Business Enterprise Research and Development is a National Statistics publication. It has been produced to the high professional standards set out in the Code of Practice for Official Statistics and the Pre-release Access to Official Statistics (Scotland) Order 2008 . These statistics undergo regular quality assurance reviews to ensure that they meet customer needs. A summary quality report for the ONS BERD survey is available: ONS Summary Quality Report. Accuracy and Reliability

The BERD data are compiled from an annual survey. When a new year's BERD data are released, the previous' two years' data are revised at the same time to take account of businesses misreporting and late returns. Further information on data sources, suitability and uses can be found here. There is a discontinuity between the data for 2009 onwards with earlier years due to the introduction of SIC 2007. From 2009 onwards, waste management is included in the “Other” sector, whereas previously it was included in Manufacturing.

Coherence and Comparability

Data can be compared between different sectors, local authority areas and to look at trends over time. For comparisons with other UK regions, please see the BERD Scotland 2019 publication, or visit the Office for National Statistics website. When comparing the product groups it is important to note that there is a discontinuity between the data before and after 2009 when SIC 2007 was introduced. From 2009 onwards, waste management is included in the “Other” sector, whereas previously it was included in Manufacturing.

Relevance

BERD includes business enterprise R&D performed in Scotland irrespective of the residence of the ultimate owner. BERD excludes R&D funded by Scottish businesses that is performed overseas. BERD excludes R&D carried out by higher education or government (including government departments, agencies and non-departmental public bodies; local authorities; and private non-profit organisations). Timeliness and Punctuality

The data are published in December each year . This means Scottish BERD figures are available approximately 12 months after the end of the calendar year to which they relate.
