Information on the proportion of businesses involved in innovation activity from the UK Innovation Survey (UKIS) by type of innovation activity and number of employees. The survey uses the following definitions of innovation drawing on those agreed with Eurostat:
‘Active’ innovators develop:
• new or significantly improved product (good or service) or process
• new or significantly improved forms of organisation, business structures, practices or marketing concepts/strategies
• innovation which is incomplete, reduced or abandoned
‘Broad’ innovators develop:
• new or significantly improved product (good or service) or process
• new or significantly improved forms of organisation, business structures, practices or marketing concepts/strategies
• engage in innovation which is incomplete, reduced or abandoned
• investment in internal research and development, training, external knowledge, machinery and equipment for innovation
‘Wider’ innovators develop:
• new or significantly improved forms of organisation, business structures, practices or marketing concepts/strategies
The UKIS is carried out biennially and businesses are asked to report on their innovation activities in the preceding three-year period. It is the UK contribution to the Europe-wide Community Innovation Survey. These estimates are sourced from the UK Innovation Survey (UKIS). The UKIS samples around 3,000 enterprises, based in Scotland, with ten or more employees. The survey is voluntary – generally responses are received from around 1,500 businesses based in Scotland. The UK Innovation Survey is funded by the Department for Business, Energy and Industrial Strategy (BEIS). The survey was conducted on behalf of BEIS by the Office for National Statistics (ONS).
Statistical disclosure control is applied to tables in order to maintain the confidentiality of the data. Cells based on business counts below a minimum threshold are withheld from publication. However, note that this was not the case for any cells in this dataset.
These are Official Statistics and follow the high professional standards set out in the Code of Practice for Official Statistics and the Pre-release Access to Official Statistics (Scotland) Order 2008.
Due to smaller sample sizes for sub-groups, the survey's estimates may be affected by sampling errors and therefore apparent differences of a few percentage points may not reflect real differences in the population.
The UK Innovation Survey is part of a wider Community Innovation Survey (CIS) covering EU countries. The survey is based on a core questionnaire developed by the European Commission (EuroStat) and Member States. This is the eleventh iteration of the survey (CIS11). CIS11, covering the period 2016 to 2018, was carried out in 2019 and the results form part of various EU benchmarking exercises for international comparisons.
The results in this report are based on weighted data in order to be representative of the population of firms. The responses were weighted back to the total business population of those in the Inter Departmental Business Register.
UKIS 2019 sampled 30,942 UK enterprises with ten or more employees. The survey was voluntary and was conducted primarily through an electronic questionnaire. The change in mode may have affected some responses over the past four survey waves so care should be taken when drawing comparisons since 2013. Businesses that did not complete an electronic response were offered a telephone interview. Responses were received from 14,040 businesses UK-wide: 1,536 of these responses were from businesses based in Scotland.

The survey covered enterprises with 10 or more employees in sections B-N of the Standard Industrial Classification (SIC) 2007. This was the fourth time survey data was collected using a sample based on the Standard Industrial Classification 2007 (SIC 2007). The sample was drawn from the ONS Inter-Departmental Business Register (IDBR).
The UKIS is carried out biennially and businesses are asked to report on their innovation activities in the preceding three-year period – the latest survey for 2019 asks businesses about their innovation activities in the 2016-18 period.
